Delegation can be used to grant temporary access to a hosting, domain, VPS or dedicated server to another registered user (for example, a site developer or a third-party specialist):
When delegated, the service remains in the account of the current owner, but at the same time it starts to appear in the account of the person who was granted temporary access. Financial transactions or potentially dangerous actions such as transfer of rights can only be performed by the owner of the service. Anyone who has been granted temporary access cannot perform them from their account.
Delegation provides access to the entire hosting account. You cannot provide access through delegation to only one of the hosting account's sites.

No, only the owner of the service can personally provide access from his account. Technical support does not provide such data.
